Health care and social services

In September 2003, the arrival of a new coordinator for Réseau Santé TNO en français and the creation of a policy committee provided additional impetus to the Francophone community network. The mandate of Réseau TNO Santé en français is to promote, in partnership with health system stakeholders, access to and development of health care in French in the Northwest Territories.

Although each hospital is required to have one position designated bilingual, this is still not always the case. However, a number of doctors and nurses speak French. The Réseau hopes to advance initiatives aimed at ensuring that Francophone communities in the Northwest Territories have access in French to the entire range of quality care and services offered by hospitals and other health care organizations. It also intends to participate actively in the reform of primary health care services by encouraging the integration of services that meet the needs of Francophone communities. The five activity areas for the Réseau Santé TNO en français are hospital care, mental health and drug addiction, long-term care, public health and community health.
 

Education and training

Passed on June 22, 1995, the new Education Act provides for the development of education programs in French as a first language "where numbers warrant" and, upon approval by the minister, the establishment of a school board.
 

  • One French-language day-care centre in Yellowknife, the Garderie Plein Soleil
  • An implementation study for a day-care centre at Hay River in 2008
  • A French as a first language education program in Yellowknife and another one in Hay River
  • A Francization program for Yellowknife, Hay River and Fort Smith
  • A French-only school, École Allain-St-Cyr, established in Yellowknife in 1999
  • A French-language school, École Boréale, in Hay River
  • Several hundred students enrolled in the French-immersion program in Yellowknife
  • And a recent addition, in 2008, the Collège des TNO, a post-secondary Francophone educational institution, completes the network.

Cultural and community life

The existence of socio-community organizations gives the Francophones of Yellowknife, Hay River, Fort Smith and Inuvik access to a cultural and community life in French. Services offered include drop-in centres with French-language books and DVDs, Francization courses, workshops, early childhood services, multicultural meetings, cultural programming and social activities.

One location in Yellowknife brings together under the same roof the Fédération franco-ténoise and the Association franco-culturelle. Called the Maison bleue or Maison Laurent-Leroux, it is the heart of the N.W.T. Francophone community. Below is a list of activities and services provided:

Major organizations

The Fédération franco-ténoise (FFT) is the organization that speaks on behalf of the Francophone community in the Northwest Territories. Founded in 1978, the FFT's mission is to facilitate co-operation and partnerships and to represent its members before the federal government and the Government of the Northwest Territories, and with national and regional organizations. The Fédération defends the interests and positions of its members and provides them with support services. The FFT can also initiate projects, promote project development and encourage co‑operation with any groups, associations or individuals that share the same goals and objectives.

In addition to political representation, program management and community development, the Fédération franco-ténoise provides a growing range of services to members and services in French to Francophones, including Réseau TNO en Santé, Jeunesse TNO, Alpha TNO, Aîné.e.s TNO and Francophone immigration. One new addition, the Collège des TNO, is developing a French-language post-secondary education service.
